ALS Central Asia

Founded in 2019, we are a European-owned investment vehicle that provides funding, structuring and advisory services across industrial and consumer sectors in Uzbekistan. We are privately backed by significant and secure capital from affiliated family offices across our network in Europe and the Middle East.

We began as a uni-purpose investment vehicle to develop a construction materials company in Samarkand, and now manage a portfolio of over 10 million USD across multiple subsidiaries. We leverage our operational expertise and our local network within the country to the benefit of our clients.

Our mission is to capitalise on Uzbekistan's economic liberalisation and strong demographic fundamentals through the transfer of sustainable skills across our ventures and the empowerment of our local staff.

Our Team

Managing Partner

Philippe Toussaint

As ALS Central Asia’s managing partner, Philippe chairs the board of investors behind our investments. Philippe began his career at KPMG and then Intertrust, where he became one of the youngest members of its management committee at the age of 33. In the 15 years since he has developed a proven track record in successful corporate administration and investment fund management, and is now based in Dubai where he monitors projects in the Middle East, Central Asia and Europe that form part of his investment vehicle Allsaint Group Holding S.A, a shareholder in ALS Central Asia. Philippe possesses a diploma in Accounting and Management from Haute Ecole Catholique du Luxembourg, and in his spare time manages social projects including acting as chairman and principal sponsor of Habay-la-Neuve football club in Belgium, with a youth academy of 300 players.

Portfolio Project Manager

Felix Janvrin

As portfolio project manager, Felix manages both strategic and operational sides of our assets. Felix joined ALS Central Asia in 2019 when it was still a sole purpose investment vehicle and went on to spend three years in Uzbekistan overseeing all aspects of our business on the ground, before moving to a more global management role. As such, he possesses a deep knowledge of the commercial, legal, and cultural environment that we operate in. Prior to joining ALS Central Asia, Felix worked in journalism and business consulting, with a focus on emerging environments. He holds a degree in Economics and History from Edinburgh university and is fluent in English, French and Portuguese.

Unit director

Alexey Kharchenko

Alexey is a seasoned senior executive with over 20 years of experience in the construction materials sector, having worked with leading international companies such as Lafarge, HeidelbergCement, and Eurocement. Currently, he serves as the General Director of EVROtbm, where he brings his extensive expertise in business development and sales growth in Uzbekistan. Alexey is renowned for his deep understanding of the real estate and construction materials market. His strong leadership and team management skills enable him to successfully lead a team of over 200 people and he is passionate about innovation and quality, and is committed to fostering effective relationships with clients, production plants, teams, and shareholders. His previous experience includes strategic and leadership roles in sales and marketing, crisis management, restructuring sales departments, and optimizing business processes. He has also played a key role in integrating innovations in sales and managed special projects across various CIS markets. Alexey holds a civil engineering degree with honours and an MBA from the Copernic Program, organized by three prominent French schools. He is fluent in English and French and possesses extensive international work experience, including a deep understanding of European business culture.

Board Member

Germaine Japona

Gem is a Director of our Luxembourg investment vehicle and – as a member of the management team at ALSCA - is currently involved in overseeing the financial operations, including budgeting, financial reporting, forecasting and compliance of the group’s investments in Uzbekistan. Within this role she drives cost-saving measures, streamlines processes, and implements robust internal control. She has successfully led EVRO TBM’s finance team in delivering financial statements, ensuring compliance with regulatory requirements, and facilitating informed decision-making. Based in Dubai since 2009, she possesses 14 years of experience in the GCC working across diversified industries such as oil & gas, pharmaceutical, trading, finance, and wealth management companies. Gem is a Registered Financial Planner and a member of the Institute of Management Accountants. She holds a degree of Bachelor of Science in Accountancy and Master’s degree in public administration from her native Philippines.

Unit director

Javokhir Nurmetov

Javokhir joined ALS Central Asia in 2022 as unit director of Trianon Motors, our electric car import, sales and maintenance start-up. He is also the co-founder of JV JNS LABS LLC, a successful international joint venture company specialized in the local manufacture of cosmetics and hygiene products for Uzbek and regional markets. Javokhir began his career in diplomacy and international relations for the Uzbek government and processes 14 years of international diplomatic experience. He has extensive knowledge of local government affairs and has consulted Uzbek firms and agencies in attracting foreign investments, establishing joint ventures, conducting marketing surveys and feasibility studies, as well as organizing business forums and B2B meetings with foreign partners. Javokhir has also recently managed a UNDP regional project on supporting women leaders and entrepreneurs in Central Asia. He is fluent in English, French, Russian and Uzbek.
